　　立法禁烟哪国强?全球这方面成绩最好的还属爱尔兰，2004年3月，该国成为全球首个在工作场所全面禁烟的国家。10年来，这项禁令非常成功，民众遵从率高达97%。如今，该国又有了新目标，力求2025年前完成“无烟爱尔兰”计划，为此政府计划在国内推行”素面”香烟。

　　Ten years after setting a trend with its workplace smoking ban, Ireland is pushing ahead to be the first EU state with plain packaging for cigarettes, despite fierce opposition from tobacco companies.

　　10年前，爱尔兰开创了工作场所全面禁烟的潮流，而现在，该国不顾烟草公司的激烈反对，正在努力成为欧盟首个香烟素面包装的国家。

　　Lawmakers will vote to introduce plain packaging in the new year. Under draft legislation bore parliament, all forms of branding, including logos and colors, would be banned and all products would have uniform packaging with graphic health warnings.

　　立法者将就明年是否开始实施香烟素面包装进行投票。根据即将提交议会的立法草案，任何形式的品牌包装(包括商标和着色在内)都将被禁止，所有香烟产品将统一包装，并印有健康警示图片。

　　"The cigarette box is the last form of advertising that the industry has," said Ireland&aposs Minister for Children James Reilly, who is spearheading the drive. "Children are influenced by advertising. I believe this will prevent many children from taking up cigarette smoking."

　　Dublin is also looking to ban smoking in cars with children and to continue increasing the price of tobacco. In last month&aposs budget, 40 cents was added to the price of a package of 20 cigarettes, bringing the cost to 10 euros.

　　目前，爱尔兰政府正考虑对搭载儿童的车辆实行禁烟，并继续提高烟草的价格。在上个月的预算中，一包20支香烟价格上涨了40分至10欧元。
