值逢国际金融论坛（IFF）第13届全球年会开幕之际，联合国主席潘基文发来视频致辞，对F20倡议给予高度肯定，这一倡议在后危机时代致力于重塑金融本质，与人类共同的可持续发展远景相一致，极其引领时势。

以下为致辞中英全文：

尊敬的IFF主席陆克文总理先生、尊敬的IFF联合主席、韩升洙总理先生和特里谢先生、尊敬的嘉宾：

非常荣幸能在国际金融论坛发表致辞，值逢世界发展处于关键阶段。

去年，世界各国领导人在纽约，通过了2030可持续发展议程。议程是为人类、和平、繁荣与地球所制定的宏伟行动计划。在巴黎，各国领导人达成了具有历史意义的全球气候变化协议，在亚的斯亚贝巴，我们同意调动各国资源和技术，通过加强国际间的友好合作达成此目标。然而，这些历史性的协定是在需求疲软，经济大幅波动的背景下诞生，我们需要经济刺激政策和结构性改革来实现可持续增长。

因此，F20 倡议：重塑金融本质，极其引领时势。我们必须要创建一个完善的国际金融体系，促使金融资本的流动与人类共同的可持续发展愿景相一致。中国应对这些挑战的决策尤为关键，杭州G20 峰会致力于后危机时代可持续增长的推动值得赞扬。

I am honored to address theInternational Finance Forum at the time when global development is at acritical stage.

Last year in New York, worldleaders agreed to the 2030 Agenda for Sustainable Development an ambitiousprogram for people, peace, prosperity and the planet. In Paris, we arrived atthe historic universal agreement on climate change, and in Addis Ababa, weagreed to mobilize the resources and technology, did it through a strengthenedglobal partnership. But these historic agreements come against a backdrop ofweak demand and great volatility. We need economic stimulus and structuralrorms to achieve sustainable growth.

So the F20 Initiative: Reshape theEssence of Finance, is very timely. We must create an international financialsystem in which financial flows are aligned with our common vision forsustainable development. China's approaches toward these challenges will becritical. I commend your approach of the Hangzhou Summit toward the promotingsustainable growth in this post-crisis era.
